The durable, long-lived Runner for a domain at a specific institution.
A Prime Runner is the durable agent for a Runline's domain at a specific CU. It becomes the orchestrator over time, coordinating smaller specialized sub-Runners, and its name is locked to that institution (FCU's InfoSec Runner is Sentinel; the next CU names its own).
